29. The Horace Mann Pool has been the subject of tremendous support, community debate, city council discussion, and a feasibility study. There are three proposed options for upgrading the facility, and the city council has put off a decision until they have time to consider the economics of the three possibilities. The Rapid City Council has set aside $4.5 million in Vision funding to replace the 50-meter pool at Horace Mann Park with a leisure pool, another 50-meter competitive pool or a hybrid of the two. What do you think?
